Jiangsu Gaochun Economic Development Zone, formerly known as Jiangsu Gaochun Export-oriented Agricultural Comprehensive Development Zone, was established in October 1995 by the approval of Jiangsu Provincial Government (Su Government [1995] No.95). In November 1995, as the official establishment of the Management Committee of Jiangsu Gaochun Export-oriented Agricultural Comprehensive Development Zone (office under the Management Committee) and Jiangsu Gaochun Export-oriented Agricultural Sources Comprehensive Development Corporation, it implemented “one combined body-unite with two identities” and began preparations for the development. On March 28th, 1996, the county party committee and government ceremoniously held an unveiling ceremony of Jiangsu Gaochun Export-oriented Agricultural Comprehensive Development Zone & Economic and Trade Negotiation Fair in the prefectural hostel. In July 1998, the county party committee and government decided the “zone and government” combination of the Management Committee of Jiangsu Gaochun Export-oriented Agricultural Comprehensive Development Zone and Chunxi Town Government, “one combined body-unite with two identities”, and implemented “Three no change”, that is, provincial-level Development Zone name, functional localization and existing planning thought. On November 28th, 1999, the Management Committee of Jiangsu Gaochun Export-oriented Agricultural Comprehensive Development Zone was separated from Chunxi Town Government, merged with the Foreign Economic Relations and Trade Commission of Gaochun County and carried out “one combined body-unite with two identities”.
In April 2001, the Management Committee of Development Zone hived off County Commission of Foreign Economic Relations and Trade as an independent entity, and began the construction of the industrial parks. In 2002, the county government further defined the organization and function of the Management Committee, and implemented “one combined body-unite with two identities, handling official affairs jointly, merging government administration with enterprise management into one” with the Development Corporation together, centralized the management of human, financial and material resources, as a county government agency. In April, the county government office printed and distributed the Regulations on Function Allocation, Internal Department and Staffing of the Management Committee of Jiangsu Gaochun Export-oriented Agricultural Comprehensive Development Zone (Gao Government Office Distributing [2002] No.45), and the Management Committee consists of four operational departments, namely Office, Attracting Investment Service Department, Planning & Construction Department and Finance Department. In December 2005, the County Organization Establishment Commission replied (Gao Establishment Code (2005) No.25) the office of the Management Committee of Jiangsu Gaochun Export-oriented Agricultural Comprehensive Development Zone as a county government agency, in an organizational structure of section chief grade, and the former Management Committee of Development Zone adjusted into a lead agency. The office of the Management Committee consists of four operational bureaus of Civil Service Bureau, Attracting Investment Bureau, Economic Development Bureau and Construction & Environmental Protection Bureau, all of which are stock-level organs. The public institution County Industrial Development Company under the Management Committee changed into the subordinate of the office of the Management Committee and renamed Attracting Investment Service Center of Gaochun County Development Zone. At the same time, the County Organization Establishment Commission replied (Gao Establishment Code (2005) No.26) agreed to establish the Finance Sub-bureau of Gaochun County Finance Bureau Development Zone as a county finance bureau agency. In May 2006, Jiangsu Gaochun Export-oriented Agricultural Comprehensive Development Zone was approved by the National Development and Reform Commission in the Audit Announcement of the sixth batch of provincial Development Zone (NDRC [2006] No. 37 Announcement), officially renamed as Jiangsu Gaochun Economic Development Zone, and adjusted its internal organizational structure in accordance with the request of the modern management. And after the adjustment, the Office the Management Committee was divided into four internal bureaus and one sub-bureau, namely Civil Service Bureau, Attracting Investment Bureau, Economic Development Bureau, Construction & Environmental Protection Bureau and Finance Sub-bureau. In October, the Development Zone was as the only selected one in Nanjing in the first election of “the Most Valuable Investment Zone of the Yangzi River Delta” and won the “The Most Potential Investment Prize”.
